Procedures for Fire Emergencies
The Cobb County Fire Department will be notified immediately any time the Fire Alarm System receives an indication that a fire emergency exists.
Fire Emergencies are put into effect by:
1. Automatic alarm (smoke detector, pull station).
2. Report of smoke or fire by an individual calling security.
3. Report of smoke odor by an individual calling security.
4. An extinguished fire reported by a tenant or employee.
Procedures to be followed during a fire emergency:
The fire brigade shall consist of building engineers, security personnel and building management representatives. Their duties are outlined below:
1. Alarm monitor on duty - Automatic Alarm.
A Proceed immediately to the Fire Control Room to determine the source and location of the alarm.
B. Notify Security Officers and Engineer of alarm.
1. “ATTENTION, CUMBERLAND OFFICE PARK PERSONNEL, WE HAVE A CODE YELLOW ON FLOOR _______. ATTENTION ALL CUMBERLAND OFFICE PARK PERSONNEL, WE HAVE A CODE YELLOW ON FLOOR _______.
2. The individual that is assigned to investigate the emergency is to approach the location by stairwell only. Use of elevators by building personnel during a fire is prohibited by the Cobb County Fire Department.
3. In the event building personnel are able to reach the emergency area, a clear and concise report of the situation should be made over the radio to all building personnel.
4. If circumstances allow, building personnel may assist with the evacuation of persons from the emergency area only to the extent that they are not subjecting themselves to any life-threatening danger.
5. If the situation appears to be out of control, building personnel should close all doors leading to the emergency area and evacuate the floor immediately.
C. Dispatch a security officer via radio to go to the building entrance to meet and direct police and fire officials to the proper area.
D. Maintain radio contact with security officers at fire area and FCC room.
E. Update Emergency Action Coordinator as significant information is received.
2. Property Management Office - Report of fire or smoke from an individual
A. Ask Caller his/ her name, and exact location of fire or smoke (Floor, Suite).
B. Call the Fire Department at 911 to report information.
C. Notify Engineering and Security Officer (via radio) and report Code Red (fire or smoke) and the location.
D. Notify Security Officers and Engineers of alarm.
E. Dispatch Security Officer to the fire emergency area.
F. Dispatch a Security Officer via radio to go to the building entrance to meet and direct police and fire officials to the proper area.
G. Notify Property Management at (770) 434-0571 or via radio).
3. Security Officer dispatched to fire floor (do not use elevators)
A. Find fire, evaluate danger to life and property, and communicate conditions to Fire Control Center.
B. Prevent use of elevators.
C. Lead tenants and assist those requiring help to fire exits.
D. If the fire is small and conditions do not pose an immediate threat, attempt to control the fire until the arrival of the Fire Department.
E. Provide first aid as required.
F. Meet Fire Department and Police officials responding to the fire and direct them to the fire areas.
G. Follow instructions from Fire Command Center.
4. Security Officer dispatched to meet Fire Department.
A. Describe nature of emergency.
5. In the event of fire or smoke on his/her floor, the Tenant Floor Warden shall take the following actions:
A. Rescue/ remove anyone from the immediate danger area. This means the room of origin or immediate vicinity of the fire. This is not an evacuation of the premises.
B. Confine/ close the door to the room of origin. This will act to contain the fire and smoke to that one room for a long period of time.
C. Alert:
1. Call the Cobb County Fire Department at 911 and give the following information:
a) Nature of the emergency: fire, medical, etc.
b) Your name.
c) Complete street address and building number.
d) Building name - Cumberland Office Park.
e) Floor number and suite number.
f) Closest street intersection (Cumberland Parkway and Paces Ferry Road).
g) Call back number (DO NOT stay at the phone if you are in danger).
2. Call the Property Management office at 770/434-0571 and give the following information:
a) Your name.
b) Nature of the problem: fire. Medical, etc.
c) Floor number
d) Suite or room number.
e) Telephone number you are calling from.
3. Begin evacuation of your floor immediately using stairwells and proceed down and outside of the building.
4 Evacuation from other floors shall be initiated by Engineering or Security or Fire officials.
5. Help all persons requiring assistance.
6. Assign Assistant Floor Wardens to search rooms, closets, and storage areas to ensure that all occupants have evacuated and to supervise stairwell evacuation.
7. Ensure all doors are closed, but not locked.
8. Do not return to evacuated area until advised.
D. Fire - If the fire is small and confined to one object (such as a trash can). Locate the fire extinguisher appropriate for fighting that type of fire and use it. Never attempt to fight a fire unless you:
1. Know how to operate the fire extinguishing equipment.
2. Have the appropriate type of extinguisher.
3. The fire is small.
4. You have access to an exit if you fail to put the fire out.
The extinguishers in Cumberland Office Park buildings are ABC extinguishers, which means that they can be used on all three types of fires (ordinary, combustible material, flammable liquid fires and fires involving electrical equipment). An easy way to remember how to operate these extinguishers is the word PASS:
P -- Pull the pin from the handle
A -- Aim the nozzle at the base of the fire
S -- Squeeze the handle to discharge the extinguishing agent
S -- Sweep from side to side
6. In the event of an alarm sounding when there is no obvious indication of fire or smoke, the following actions will be taken.
A. Begin evacuation of occupants immediately, using stairwells and proceeding down and outside of the building.
B. Make a quick but thorough investigation of floor. Make certain to check elevator and lobby and storage rooms.
7. General Tenant Emergency Procedures.
Upon discovery of fire or smoke on your floor:
A. Rescue/remove anyone from the immediate danger area. This means the room of origin or immediate vicinity of the fire. This is not an evacuation of the premises.
B. Confine/close the door of the room of origin. This will act to contain the fire and smoke to that one room for a long period of time.
8. Alarms:
Cumberland Office Park will provide effective alarming. An alarm will be activated by the following when the system is activated:
A. Smoke detection
B. Pull station
C. Water flow or head detection (2500 only)
There are fire extinguishers located at each stairwell area of the building.
9. Communications.
In emergencies, communication is vitally important to the success of any plan or procedure. Tenant's employees are requested not to call the management office during emergency. Only appointed Floor Wardens or Tenant Contacts should confer with Management during an emergency. An alarm should be a signal for everyone to leave.
Specific routine procedures for a safe and orderly evacuation of a building must be worked out with the tenants. Regularly scheduled fire drills will be conducted with the tenants so everyone will know what to do when the alarm sounds.
